Position Summary:

We are currently seeking a talented and experienced individual to join our team to provide data analysis support for our program. Your contributions will play a vital role in ensuring the successful accomplishment of the program's mission requirements. This position requires you to work on-site at the government facilities, working closely with colleagues and collaborating effectively with the client as needed.


Location: This position is located on-site Monday-Friday at the Governments Client's site at the Washington Navy Yard


Minimum Requirements:

  • A) a high school degree, or a GED, and twenty (20) years of relevant experience in data science and tool development or related functional area, OR B) a bachelor's degree in a relevant field and fifteen (15) years of relevant experience in data science and tool development or related functional area, OR C) a master's degree in a relevant field and ten (10) years of relevant experience in data science and tool development.

  • Experience using Microsoft Office applications, including Word, Excel, and PowerPoint.

  • Ability to self-start and multitask in a fast-paced environment and prioritize multiple tasks with minimal supervision.

  • Extensive reporting experience using spreadsheets, Microsoft Word, and Microsoft PowerPoint Acumen.

  • Excellent verbal and written communication skills

  • Works independently on complex tasks.


Preferred Experience Includes:

  • Managing complex funding transactions for the Directorate.

  • Review and approval of related purchase requests and orders, oversees and manages contracts for assigned groups; provides contract advice; and resolves contract disputes.

  • Provides cradle to grave oversight until contract ends.


Key Roles and Responsibilities:

  • Assist and support budget development and financial execution of program/project managers.

  • Identify and provide copies of common financial management statutes, regulations, policies, and procedures needed in accordance with the Business Financial Manager (BFM) and DON Comptroller.

  • Assist personnel performing resolution of financial issues that impact the program.

  • Assist and support the BFMs, and program managers, performing financial planning, management, execution, and analysis.

  • Draft task planning documentation as directed by the client, analyzing to identify any adverse impacts, deficiencies, or shortfalls.

  • Provide analyses and recommendations for program/project obligation and execution plans. Report obligations/expenditures for all active fiscal years.

  • Perform cost data management, and expertise to assist in drafting program/project cost estimates.

  • Conduct monthly analyses of actual execution data and provide recommendations to the PFO and Program Manager to improve financial performance based on data analysis of Cost/Schedule Control Systems criteria and other financial data.

  • Support Midyear Review, End-of-Year Closeout, Task Planning, and POM program planning activities, as directed.

  • Assist in dissemination of budget guidance, financial information, and tasks from higher authority to leadership, BFMs and PMs to ensure timely coordination of program/project inputs within specified turnaround times.

  • Analyze and report unliquidated expenditure data by document and submit unliquidated obligations reports detailing recommended actions for the PFO and PMs to take to resolve unexpended funding.

  • Provide support by interacting with Navy Contractors, vendors, and field activities to obtain required documentation, document histories, and justification material.

  • Develop, update, and maintain a Negative Unliquidated Obligations/Unmatched Disbursements (NULO/UMD) report identifying by program /platform NULOs and UMDs, and documenting actions taken to resolve them.

  • Provide graphic design management in support of higher-level briefing and reporting to senior leadership as directed.

  • Provide financial management support to assist personnel performing budget development, execution, and reporting. Assist in identification, justification, and defense of the financial resources for both current budgets and out-year forecasts.

  • Assist personnel performing development and drafting of budget execution data, such as Obligation Cost Planning and Task Planning Sheets for programs/projects.

  • Assist and support the Contracting Officer's Representatives (CORs) with the implementation of improved business practices in order to achieve contracting efficiencies for programs/projects.

  • Coordinating funding documents of appropriations obligations and expenditures with Government paying office and assisting program office financial managers to achieve DON/DOW obligation and expenditure benchmarks.

  • Supporting development of draft contract modification packages.

  • Interfacing with PMs, BFMs, and Technical Points of Contact (TPOCs) to provide information they need to answer questions related to contracting to appropriate PCOs.

  • Analyze procurement requests and draft modifications and provide recommendations.

Salary determination at Titanium Cobra Solutions considers various factors, including geographical location, individual educational background, expertise, competencies, and experience level. Additionally, it takes into account contract-specific affordability and organizational necessities. The anticipated salary range for this position falls between $120,000.00 and $135,000.00 annually (USD). Please note that this estimate represents the typical salary range for this role and is just one facet of Titanium Cobra’s comprehensive compensation package for employees.
