Position Summary

We are currently seeking a talented and experienced individual to join our team to provide administrative management support for our program. Your contributions will play a vital role in ensuring the successful accomplishment of the program's mission requirements. This position requires you to work remote and on-site at the government facilities, working closely with colleagues and collaborating effectively with the client as needed. This position is located in San Diego, CA.

Salary determination at Titanium Cobra Solutions considers various factors, including geographical location, individual educational background, expertise, competencies, and experience level. Additionally, it takes into account contract-specific affordability and organizational necessities. The anticipated salary range for this position falls between $90,000.00 and $105,000.00 annually (USD). Please note that this estimate represents the typical salary range for this role and is just one facet of Titanium Cobra’s comprehensive compensation package for employees.


Minimum Requirements:

  • Bachelor's Degree

  • 3+ years of experience providing program management services within a program management office.

  • Proficiency using Microsoft Office applications, including Word, Excel, and PowerPoint.

  • Ability to maintain an active security clearance.

  • Ability to self-start and multitask in a fast-paced environment and prioritize multiple tasks with minimal supervision.

Key Roles and Responsibilities:

  • Manage inputs to the lead Contract Technical Representative (CTR) for representation of the final report on Contractor Performance for the applicable task order in accordance with the procedures prescribed by the CTR.

  • Prepare requests for local Moves/Adds/Changes (MACs) and submit to CTR for approval.

  • Identify and evaluate new products and provide network problem resolutions to create and maintain optimal network resolutions for all customers.

  • Process Information Systems Authorization Forms

  • Process new System Authorization Access Request Forms for new employees, providing fast service to the NMCI network.

  • Processing of SIPRNET and NIPR requests for employees

  • Answer phone calls

  • Assist visitors.

  • Retrieve and distribute mail.

  • Update and maintain program office records.

  • Update and maintain personnel, office, and conference room calendars.

  • Update event/meeting calendars/ticklers, showing responsible points of contact and meeting locations for all events.

  • Track action item due dates

  • Distribute tickler notices no later than two days before action items are due.

  • Follow up with tickler notices on the day action items are due to ensure due dates are met

  • Document the date an action item response is provided in the tickler file.

  • Provide support to draft, prepare, edit, and coordinate various briefs, papers, correspondence, speeches, and other written documentation.

  • Update and maintain a master list of serialized correspondence, which include serial numbers, subjects, and dates

  • Prepare route slips for all action on a correspondence, route correspondence to designated personnel, annotate the correspondence control log, and file the route slips.

  • Route correspondence via the designated system (formerly Total Records Information Management (TRIM)).

  • Draft, prepare, and deliver Naval messages and correspondence in the correct format, free of spelling, grammatical, and syntax errors.

  • Maintain an organized and structured electronic filing system for program office documentation and correspondence on the approved Government system.

  • Periodically review and purge obsolete documents from the filing system.

  • Participate in records management training.

  • Comply with all security regulations and instructions regarding the handling and storage of classified material under their control.

  • Support the Government with planning and executing the annual inventory process of classified material.

  • Ensure no inventory discrepancies occur.

  • Update and maintain notebooks for the Program Manager (PM), Deputy PM (DPM).

  • Ensure these notebooks include upcoming plans, meetings, calendar/tickler, action items, organization charts, and other documents requested by the PM or DPM.

  • Update notebooks weekly and as requested by the PM and DPM.

  • Utilize designated systems and tools such as Defense Travel System (DTS) to prepare and track travel requests for Government personnel.

  • Prepare and submit official visit requests for Government personnel using the designated government system (i.e. Joint Personnel Adjudication System (JPAS) and Defense Information System for Security (DISS)).

  • Ensure visit requests received by the program are routed to the correct personnel, completed, and submitted to the security office at least 72 hours prior to the visit.

  • Utilize the designated timekeeping system (e.g. NERP) to review timekeeping inputs to prepare for certification by the PM or DPM.

  • Serve as the Facilities Working Group Representative (FWGR) for the program. The FWGR is the primary point of contact for facilities support requests. Examples of facilities support include workspace reconfigurations, facility repairs, telephone service changes, and furniture purchases.

  • Serve as the Emergency Management Coordinator (EMC) for the program. Examples of support functions include training PMW personnel on emergency evacuation procedures, preparing and maintaining muster logs, coordinating emergency evacuations in accordance with

  • Command guidance, and reporting muster status to designated officials.

  • Maintain clean and efficient workspaces. Examples of support functions include the following:

  • Remove excess or discarded materials from workspaces.

  • Ensure office printers, copiers, Video Teleconference (VTC) equipment, and facsimile machines are stocked and in working order.

  • Coordinate repair and support services for equipment

  • Maintain an inventory of supplies.

  • Support the ordering and restocking process for supplies. Examples of support functions include the following:

  • Order new NMCI seats

  • Request changes to existing NMCI services

  • Track, coordinate, and resolve day-to-day software, hardware, and NMCI operational issues, maintenance, and upgrades.

  • Respond to application outages within one hour of notification.

  • Review, submit, and track all move/add/change (MAC) and Contract Line Item Number (CLIN) requests

  • Support the execution of technical refreshes of NMCI assets.

  • Provide guidance (e.g. training) regarding NMCI matters

  • Track NMCI expenses for services

  • Communicate NMCI guidance from the Customer Technical Representative (CTR)

  • Collaborate with the PMW/Code Administrative Officer (AO) and FWGR to address NMCI matters.

  • Update and maintain the Portable Electronic Device List to track items such as computers, cell phones and Wi-Fi devices issued to personnel.

  • Provide administrative support as it relates to IT. This requirement involves supporting the respective Program Office's DirOps to complete assigned duties.

  • Comply with Navy and NAVWAR policy and standards regarding user account and records management.

  • Process and maintain Systems Access Authorization Request forms (SAAR-N), privileged user access requests, Information Assurance (IA) Awareness Training, Outlook Web Access (OWA) non-DOD access, and other special user authorization records.

  • Schedule and execute recurring records management and audit tasks and follow the established NAVWAR incident handling and reporting procedures per IAM direction.

  • Support classified materials transmission, receipt, and access to SIPRNET sites.

  • Prepare, update, and maintain a training log in accordance with the designated format. Each Government employee shall have its own tab/section that identifies training completed, training date, and quantity of training credits

  • Support the preparation of civilian and military personnel forms and award recommendations.

  • Update and maintain an accurate recall list in accordance with the designated format.

  • Update the recall list quarterly and whenever personnel changes occur.
