Position Summary

We are currently seeking a talented and experienced individual to join our team to provide logistics management support for our program. Your contributions will play a vital role in ensuring the successful accomplishment of the program's mission requirements. This position requires you to work remote and on-site at the government facilities, working closely with colleagues and collaborating effectively with the client as needed. This position is located in San Diego, CA.

Salary determination at Titanium Cobra Solutions considers various factors, including geographical location, individual educational background, expertise, competencies, and experience level. Additionally, it takes into account contract-specific affordability and organizational necessities. The anticipated salary range for this position falls between $90,000.00 and $110,000.00 annually (USD). Please note that this estimate represents the typical salary range for this role and is just one facet of Titanium Cobra’s comprehensive compensation package for employees.


Minimum Requirements:

  • Master's Degree

  • Ten years of experience providing program management services within a program management office.

  • Proficiency using Microsoft Office applications, including Word, Excel, and PowerPoint.

  • Ability to maintain an active security clearance.

  • Ability to self-start and multitask in a fast-paced environment and prioritize multiple tasks with minimal supervision.

  • Microsoft Power BI and Project Online experience.


Key Roles and Responsibilities:

  • Support the LCS Integration Platform Manager (IPM) and Assistant Program Manager for Logistics (APM-L) in resolving issues related to New Construction ILS products to include planning, developing, and providing Integrated Product Support (IPS) for C4I systems.

  • Knowledge of Ship Construction Navy (SCN).


Knowledge of LCS SCN shipbuilder Contract Data Requirements List (CDRL) deliverables:

  • SME with ILIT, OTS, HAYSTACK, and ICAPS PCCN processing to develop ACL/APLs

  • Knowledge of developing and updating APLs via PPLs, DCNs, ECPs, SPSs

  • Review EDFP, validates and updates PTD for processing by NAVSUP WSS

  • Interpret and assigns correct PLISN reference designations

  • Develop the ICAPS Header and CCF Data

  • Coordinate efforts with PMS 505 and ISEAs

  • Assist in DMSMS/Obsolescence DLA339/FCFBR cases

  • Alert sustainment to DMSMS risks, and issues and manages cases through identification, assessment, analysis, and implementation efforts


Track SCN ILS products /Government Furnished Equipment (GFE) to ensure products are delivered in accordance with C4I product providers; Plan of Action and Milestones (POA&Ms) and New Construction (NEWCON) Checklists.

  • SME with CDMD-OA

  • Provide support to LCS CDM’s for maintenance of CDMD-OA SCLSI data

  • Track the status and maintenance of C4I equipment and their related logistics items (APLs, drawings, HSC structures, NHA/NLA, and TMs)

  • Create COP work files correcting RT2/RT3 configuration discrepancies

  • Support PMS 501 sponsored PCAs/COI/SPS Audits

  • Knowledgeable in ship’s design and C4I equipment room locations

  • Verify the configuration of MEC 3/4 C4I equipment installed is accurately captured in CDMD-OA

  • Audit the shipbuilder on reported sight validations

  • Certify SPS’s for parts submitted by the shipbuilder are identical to those previously furnished on a prior hull’s PTD and APL data

  • Complete ILS Data Calls. Develop ILS briefs for presentation at various meetings and program reviews.

  • Plan of the Week (POW), Risks, Issues, and Opportunities Board (RIOB)/Realized Opportunities, PEO C4I Fleet C5ISR Familiarization Seminars, Fiscal Year Travel Trackers, NAVINST Reviews, etc.

  • Provide high-level ILS Task Planning Schedule (TPS) statuses/discussion points to support TPS briefings.

  • Perform final review/validation of NEWCON ILS Checklists (submitted by C4I system providers) before sending to stakeholders outside of the program.
