Position Summary:

We are seeking a skilled and experienced human resources professional to support our corporate operations through day-to-day HR management, full-cycle recruiting, and onboarding. This position is essential to maintaining smooth internal operations and ensuring mission requirements are met. This role is performed on-site at the corporate office and requires regular in-person collaboration with colleagues and directly reporting to upper management.


Work Location: 2440 Hotel Circle N Ste 200, San Diego, CA. 92108

Schedule: Full-time, Monday–Friday. In-person collaboration is required on Tuesday, Wednesday, and Thursday, with additional on-site days as needed based on operational requirements.


Minimum Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or a related field (or equivalent experience).

  • 4-5 years of experience in human resources, full-cycle recruiting, or HR operations.

    • Preferred experience includes recruiting within the DoD, government contracting, or technical services industry.

  • Proven ability to manage onboarding, employee support, and HR administrative processes with accuracy and professionalism.

  • Working proficiency with Microsoft Office applications, including Word, Excel, Outlook, and Teams.

  • Excellent oral and written communication skills, with strong critical-thinking and problem-solving abilities.

  • Ability to work independently, take direction, ask clarifying questions, and function effectively as part of a team.

  • Demonstrated ability to self-start, prioritize tasks, and manage multiple deadlines in a fast-paced environment with minimal supervision.

  • Ability to maintain confidentiality and handle sensitive information appropriately.


Key Roles and Responsibilities


Full-Cycle Recruiting

  • Manage the full recruiting lifecycle from requisition intake to offer acceptance.

  • Draft job descriptions for leadership approval.

  • Post approved jobs on the company website, job boards, and internal channels.

  • Source candidates via networking, referrals, LinkedIn, job boards, and industry contacts.

  • Screen resumes, conduct interviews, and coordinate hiring panel scheduling.

  • Maintain transparent communication with candidates and internal stakeholders.

  • Track candidate status, documentation, and metrics in ATS/SharePoint.

  • Represent Titanium Cobra professionally in all recruitment interactions.


Onboarding & Employee Integration

  • Lead end-to-end onboarding once a candidate accepts an offer.

  • Present new‑hires with indoctrination materials and guide employees through all required forms and systems.

  • Ensure new hires are fully situated in the company, understand expectations, and know points of contact.

  • Teach and reinforce Titanium Cobra’s culture, communication norms, and work style.

  • Assist new employees with clarification questions throughout recruiting and onboarding.

  • Build trust and maintain a friendly, professional relationship with all employees.

  • Follow all onboarding workflows as documented.


Human Capital Portal Ownership

  • Maintain and regularly update the Human Capital Portal.

  • Ensure all content is accurate, current, and organized (SOPs, job postings, benefits, templates).

  • Notify leadership when information requires revision.

  • Ensure portal structure aligns with consistency, compliance, and clarity standards.


Administration

  • Maintain personnel files, HR databases, and all tracking logs with accuracy.

  • Assist employees with payroll, timecards, tax documents, benefits inquiries, and system navigation.

  • Support former employees with reissued tax forms and employment verifications.

  • Support benefits administration and lead coordination of Open Enrollment events.

  • Prepare HR metrics, compliance reports, and internal summaries.

  • Escalate issues promptly and communicate concerns early to leadership.

  • Ensure all standardized processes are followed to keep operations running smoothly.

  • Respond promptly to state agencies regarding employment, wage, benefits, or separation inquiries to ensure timely and compliant resolutions.

  • Ensure compliance with all federal and state reporting requirements, including contractor obligations such as VETS-4212, state new-hire reporting, unemployment accounts, and other mandated filings.

  • Coordinate and track performance review cycles, monitor training completion and employee progress, and ensure all reviews, goals, and follow-up actions are completed on time.


Culture, Networking & Relationship Management

  • Build positive working relationships with employees, candidates, and leadership.

  • Actively network within the defense contracting community to expand talent pipelines.

  • Learn internal workflows, culture, and leadership expectations quickly.

  • Represent Titanium Cobra professionally in all internal and external environments.

Salary determination at Titanium Cobra Solutions considers various factors, including geographical location, individual educational background, expertise, competencies, and experience level. The anticipated salary range for this position falls between $80,000.00 and $85,000.00 annually (USD). Please note that this estimate represents the typical salary range for this role and is just one facet of Titanium Cobra’s comprehensive compensation package for employees.
