Sr. Program Management Specialist


*Active DOD Clearance required*


Key Role:

  • Provide Defense Business System Program Management expertise to support, guide, and advise Program Managers and the Enterprise Portfolio of Leadership in successfully accomplishing sustainment program objectives via milestones and acquisition decision events.

  • Deliver support across the acquisition decision activities as well as create acquisition documentation that requires stakeholder/sponsor input.

  • Engage and work closely with knowledge management team responsible for maintaining the technical data repository and knowledge management database.

  • Provide support translating user requirements into actionable acquisition plans and required acquisition artifacts including PWSs, SOWs, SOOs, and/or contract deliverables.

  • Research and analyze IT sustainment acquisition issues. Develop sound recommendations utilizing applicable laws and statutes, Department of Defense/Department of the Navy (DoD/DON) regulations and implementing directives for Business Capability Acquisition Cycle (BCAC) Program documentation requirements for BCAC Programs I thru III, IT Service Management and IT Infrastructure Library (ITIL) frameworks, total ownership cost goals, and applicable IT industry standards.

Responsibilities:

  • Manage all aspects of contract execution including cost, schedule, and Performance.

  • Provide a range of program and acquisition support, business and financial support, program planning, financial and metrics reporting, and analysis of program requirements.

  • Manage high-level, time-sensitive, and fast-paced technical programs in a strategic and organized way.

  • Create clear, milestone-based project plans to achieve project goals.

  • Evaluate program issues to ensure program requirements meet fleet requirements.

  • Research and support preparation of risk assessments, analyses of alternatives, White Papers, Trade Studies, program and requirements analyses, and roadmaps.

  • Assist in identification and resolution of issues and alternatives, analysis of operations, concept of operations, analysis of processes, and evaluation of technical issues.

  • Develop acquisition and program Milestone decision briefs and related program documentation, as needed. Assist in the planning and development of all program documentation for program milestones and reviews required by DoD 5000 series.

Required Skills:

  • DAWIA Program Management Level III or Project Management Professional (PMP) Certification desired.

  • Proficient in Microsoft Office products: Word, Excel, and PowerPoint.

  • Bachelor’s degree in technical or business area from an accredited college or university.

  • Eight (8) years of relevant experience in DoD and/or C4I acquisition and program management.

  • Experience with direct support to ACAT ACAT I, II, or III PORs desired but not required.

Preferred Skills:

  • Self-starter with excellent attention to detail skills, data entry skills, and can communicate well.

  • The candidate must be a team player who has excellent writing and communication skills; able to Independently develop and communicate senior-level point papers, briefings, and correspondence, including pre-screening read-ahead and draft executive summaries as requested

  • Possession of excellent oral and written communication skills, including using computers proficiently to effectively communicate complex procurement regulations, contract strategy, processes, and procedures.
